Goals management proposals to achieve life expectancy at birth equal to 78 years till the year 2024 in Russia

Abstract

The article describes the approaches to reach the goal set by the President of the Russian Federation V.V. Putin (Decree of the President of Russia N 204 of May 07, 2018 "On National Goals and Strategic Objectives of the Development of the Russian Federation for the period till 2024"), specifically - increasing the life expectancy at birth (LEB) up to 78 years till the year 2024. The article con­tains a quantitative assessment of the factors influencing the Russian popula­tion health and the description of the conditions necessary to achieve the goal "LEB equal to 78 years". The article states the healthcare policy priorities, the list of programs which include the indicators for annual monitoring until 2024. The management system for the development and implementation of the National Programs and Projects is presented.

It is necessary to implement 2 main interrelated strategic directions: health pro­tection at the population level (interdepartmental programs for increasing the adherence of the population to a healthy lifestyle) and a set of programs to im­prove the accessibility and quality of medical care. First direction is the zone of responsibility of the relevant ministries, regional and municipal authorities. Second - of the Ministry of Health, the Russian Academy of Sciences and of the regional healthcare authorities.
