Viral hepatitis as public health problem in the Russian Federation (a design program for the control and elimination of viral hepatitis)

Abstract

The significance of all forms of viral hepatitis (hepatitis A, B, C, D and E) for the Russian Federation is obvious, it is determined by the relatively high morbidity and mortality associated with these infections (especially chronic hepatitis C and B). The development of fundamentally new methods of diagnosis, treatment and prevention makes it possible to proceed with the global control of viral hepatitis. The WHO Assembly made decision on the global elimination of viral hepatitis as a public health problem by 2030.

The article presents the methodology for developing a program for monitoring and subsequent elimination of viral hepatitis in our country. The program is based on the recommendations of the WHO («Global Health Sector Strategy on Viral Hepatitis 2016-2021. Towards Ending Viral Hepatitis») and the many years of experience of the coauthors team to combat these infections. At the first stage it is supposed to give an objective assessment of the prevalence of viral hepatitis among different age groups of general population in the territory of at least three subjects of RF. The main principles of the formation of the Russian program for control and eradication of viral hepatitis are proposed and strategic and practical steps for its implementation are presented.
