What can we learn from efficiency rating of Russian regional health systems

Abstract

Dependence of life expectancy at birth (LEB) from the level of gross domestic product (GDP) and government health expenditure per capita is shown on the example of different countries. Also quantitative estimation of the relative influence of healthcare expenditures on LEB was carried out using panel data in Russian regions in 2007-2013.
On the basis of foreign experience of an estimation of healthcare efficiency in other countries in the world, the authors developed a new method to rank the healthcare effectiveness for the RF regions. The methodology - evaluation of the healthcare system performance, estimated using LEB, and spendings to achieve this result (state expenditure on health per capita and gross regional product per capita, as indirect indicator of the socio-economic development of the region). According to this method, was made the ranking of the healthcare systems effectiveness for the 83 RF regions in 2014. It was concluded that there are significant reserves for increasing healthcare efficiency in the Volga regions.
