Quality management in medical care in the Russian Federation: from planning to improvement. Part I. Quality of medical care planning in the Russian Federation: analysis of current regulatory framework and indicators for quality of medical care

AbstractThe article gives a detailed analysis of the regulatory framework for management of the quality of medical care in Russia. In total we analyzed 17 legal acts -the main aspects of their use and disadvantages. It is concluded that current regulations are abundant, inconsistent and are focused on the control of quality of medical care, but not on its support. The available indicators of the quality of medical care are insufficient, don't correspond to the international standards, are not accompanied with measurement methodology and target values. All this facts don't allow to create a unified support system of the quality of medical care in Russia. The current regulatory framework for management of the quality of medical care in Russia is partial and contradictory. It is necessary to take urgent steps for actualization of the regulatory framework for management of the quality of medical care in Russia.
