Continuing medical education in Russia: what is already made and what are the path of development

The article discusses the theme of the continuing medical education (CME) in two planes. It presents the analysis of development of CME in Russia and with another hand it provides the questions which need to be discussed with all concerned parties for the purpose of further effective development of CME. It is offered to create Council for СМЕ affiliated with the National Medical Chamber (NMC) which will resolve all these issues and to determine further development of CME in Russia. Authors emphasized that the representatives of all medical professional noncommercial societies have to be a part of Council for CME, including those, which aren't members of the National Medical Chamber yet. Within this council it is offered to create the department for assessment of compliance to the established standards of educational events and materials.

In connection with transition to accreditation of health care professionals in the present article is given the analysis of the project for the regulatory legal act of the Russian Healthcare Ministry «The procedure and terms for development of professionals' and pharmaceutists' knowledge and skills through training on additional professional programs in educational and scientific organizations». This project is intended to replace the order of the Healthcare Ministry of the Russian Federation dated 03.08.2012 N 66n «On approval of the procedure and terms for development of professionals' and pharmaceutists' knowledge and skills through training on additional professional and educational programs in educational and scientific organizations». This article describes detail history of overcoming of administrative barriers in the medical education and analysеs the draft of regulatory legal act.
Is high-tech care in a middle-income country
worth it? Perinatal centers in Russia
Аннотация
How much does a dramatic increase in technology improve healthcare quality in an upper middle-income country? Using rich vital statistics on infant health outcomes, this study evaluates the effect of introducing technologically advanced perinatal hospitals in 24 regions of Russia on infant mortality during the period 2009-2013. A 7-year aggregate panel dataset reveals that opening a perinatal centre corresponds to infant mortality reduction by 3.8 percent from the baseline rate, neonatal (0-28 day) mortality by 7 percent and early neonatal (0-6 day) mortality by 7.3 percent. We find that the perinatal centres help to save 263 additional infant lives annually, ranging from 3 to 25 lives in regions with different birth rates. However, we further find that an average cost per life saved is 52 million rb (or 2.6 million 2014 PPP USD), which is much higher than the cost of similar interventions in the United States.

The main problems connected with entrepreneurial development in Russian healthcare are considered in the article. Detailed information about its very sluggish progress reasons (occurring on the background of existing legislative possibilities) is disputed. Beyond that unperceived risks of the Russian healthcare business activity development are given. And they bring into sharp focus a range of vexed problems demanding solution in the form of set of specific measures without the need for additional budgetary financing.

Studying of scientific works, charters of Society, reports, resolutions of congresses showed that discussion at Pediatric forums the most actual problems of scientific and clinical pediatrics, organization of medical care to the children's population promoted decrease of children mortality and morbidity in the USSR, saving lives to millions of children.
